  {"id":18109,"date":"2024-10-31T20:31:00","date_gmt":"2024-11-01T00:31:00","guid":{"rendered":"https:\/\/cpbao.ca\/?p=18109"},"modified":"2024-10-31T20:37:38","modified_gmt":"2024-11-01T00:37:38","slug":"presidents-message-october-2024","status":"publish","type":"post","link":"https:\/\/cpbao.ca\/fr\/presidents-message-october-2024\/","title":{"rendered":"President&rsquo;s Message"},"content":{"rendered":"\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1066\" height=\"1600\" src=\"https:\/\/cpbao.ca\/wp-content\/uploads\/Nicholson-headshot-1066x1600.jpg\" alt=\"\" class=\"wp-image-17288 size-full\" srcset=\"https:\/\/cpbao.ca\/wp-content\/uploads\/Nicholson-headshot-1066x1600.jpg 1066w, https:\/\/cpbao.ca\/wp-content\/uploads\/Nicholson-headshot-533x800.jpg 533w, https:\/\/cpbao.ca\/wp-content\/uploads\/Nicholson-headshot-768x1152.jpg 768w, https:\/\/cpbao.ca\/wp-content\/uploads\/Nicholson-headshot-1024x1536.jpg 1024w, https:\/\/cpbao.ca\/wp-content\/uploads\/Nicholson-headshot-1365x2048.jpg 1365w, https:\/\/cpbao.ca\/wp-content\/uploads\/Nicholson-headshot.jpg 1535w\" sizes=\"auto, (max-width: 1066px) 100vw, 1066px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>One of the more interesting aspects of the role as President (at least for me), is seeing the strong work of the College staff on a different level.&nbsp; In particular, the ongoing effect of the legislation and regulation on the work of the 51³Ô¹ÏºÚÁÏÍø regulatory bodies.<\/p>\n\n\n\n<p>I had the good fortune to attend the most recent meeting of the Association of Canadian 51³Ô¹ÏºÚÁÏÍø Regulatory Organizations (ACPRO; <a href=\"https:\/\/acpro-aocrp.ca\/\">https:\/\/acpro-aocrp.ca\/<\/a>).&nbsp; This group includes leaders of each regulatory organization for 51³Ô¹ÏºÚÁÏÍø in Canada, from coast to coast.&nbsp; What became clear at the meeting was that each of these bodies must manage their daily work in accordance with the government that it reports to.&nbsp; Some are making changes we have already made in Ontario and some are making changes that we have not even considered yet in Ontario.&nbsp; But, when it comes to the need to be responsive to one\u2019s government, Ontario is no exception.<\/p>\n\n\n\n<p>In Ontario, we are governed by the <em>Regulated Health Professions Act (1991)<\/em> and the <em>51³Ô¹ÏºÚÁÏÍø and Applied Behaviour Analysis Act, 2021<\/em> (<a href=\"https:\/\/www.ontario.ca\/laws\">https:\/\/www.ontario.ca\/laws<\/a>). Most of the work of the College staff is determined by these 2 pieces of legislation and the accompanying Regulations.\u00a0 For example, most of our CPBAO committees are set by the <em>RHPA<\/em>, Schedule 2, Health Professions Procedural Code, Section 10(1) to ensure consistency in the management of Ontario health regulators (e.g.,\u00a0Quality Assurance Committee, Registration Committee, Patient Relations Committee).\u00a0 Even our CPBAO Regulations, such as Professional Misconduct (O.Reg. 195\/23) or Registration (O.Reg. 193\/23), can be proposed by our College, but new regulations and changes to current regulations must be approved by the government before they may take effect.\u00a0<\/p>\n<\/div><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile\" style=\"grid-template-columns:auto 26%\"><div class=\"wp-block-media-text__content\">\n<p>In other words, we must ensure that our College meets the requirements of the government in its work.\u00a0 While there are a number of Objects of a College, as listed in the legislation, to determine <em>how<\/em> a College does its work (section 3(1), the only described duty of any <em>RHPA<\/em> College is <em>\u201cto work in consultation with the Minister to ensure, as a matter of public interest, that the people of Ontario have access to adequate numbers of qualified, skilled and competent regulated health professionals\u201d<\/em> (Section 2.1).<\/p>\n\n\n\n<p>For over 30 years, our College has focused on assuring the quality of the practice of our professions.\u00a0 However, Ontario is changing.\u00a0 It is becoming increasingly clear that we need to put greater emphasis on ensuring adequate numbers, particularly for groups in Ontario that have been under-served.\u00a0 The government is wanting all health regulatory bodies, including ours, to review our processes to ensure that we do not have unnecessary barriers to registration that might limit members of the public being able to access the services of our professions.\u00a0<\/p>\n<\/div><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/cpbao.ca\/wp-content\/uploads\/Presidents-Message-8.jpg\" alt=\"\" class=\"wp-image-18140 size-full\" srcset=\"https:\/\/cpbao.ca\/wp-content\/uploads\/Presidents-Message-8.jpg 1024w, https:\/\/cpbao.ca\/wp-content\/uploads\/Presidents-Message-8-800x800.jpg 800w, https:\/\/cpbao.ca\/wp-content\/uploads\/Presidents-Message-8-400x400.jpg 400w, https:\/\/cpbao.ca\/wp-content\/uploads\/Presidents-Message-8-768x768.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<p class=\"has-text-align-left has-black-color has-text-color has-link-color has-medium-font-size wp-elements-92639f312cd377101b500faa066aa888\"><\/p>\n<\/blockquote>\n<\/blockquote>\n\n\n\n<p>For over 30 years, our College has focused on assuring the quality of the practice of our professions.\u00a0 However, Ontario is changing.\u00a0 It is becoming increasingly clear that we need to put greater emphasis on ensuring adequate numbers, particularly for groups in Ontario that have been under-served.\u00a0 The government is wanting all health regulatory bodies, including ours, to review our processes to ensure that we do not have unnecessary barriers to registration that might limit members of the public being able to access the services of our professions<\/p>\n\n\n\n<p>This review process has started at CPBAO.&nbsp; In the months ahead, registrants with our College will likely see changes in our registration processes.&nbsp; Some may agree with them.&nbsp; Some may disagree with them.&nbsp; However, as occurs in any part of this country, health care regulatory authorities are responsive and responsible to their jurisdiction\u2019s provincial Ministry of Health.&nbsp;
