Information provided to members of Council for their review in anticipation of their deliberations and decision-making is posted on the homepage of College website a week in advance of meetings. Following the meeting, this information is archived on the website in the&nbsp;<a href=\"https:\/\/cpbao.ca\/resources\/reference-library\/?rsc=council-meeting-materials\">Council Meeting Materials&nbsp;<\/a>Reference Library.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>POLICY ISSUES<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Registration Modernization<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council approved the proposed amendments to the Registration Regulation under the 51³Ô¹ÏºÚÁÏÍø and Applied Behaviour Analysis Act, 2021 for submission to the Ministry of Health following a <a href=\"https:\/\/cpbao.ca\/about-cpo\/consultations\/\">60-day member consultation period<\/a>. The proposed changes are intended to reduce unnecessary barriers to registration, enhance labour mobility, and align registration standards more closely with other Canadian jurisdictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key proposed amendments include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Registration as a Psychologist based on a graduate degree from a Council-approved program (including those accredited by recognized bodies).<\/li>\n\n\n\n<li>Council authority to approve international accrediting bodies beyond the United States (e.g., the UK and Australia).<\/li>\n\n\n\n<li>Removal of the four-year work experience requirement for Master\u2019s-level candidates.<\/li>\n\n\n\n<li>Elimination of the Oral Examination.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Council also approved motions to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rescind its 2019 direction to discontinue Master\u2019s level registration. <\/li>\n\n\n\n<li>Remove from the Council Action List the proposed Memorandum of Understanding with the B.C. College of Health and Care Professionals. <\/li>\n\n\n\n<li>Discontinue the pilot implementation for evaluating CFTA candidates for Autonomous practice.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A summary of the proposed regulatory amendments is <a href=\"https:\/\/cpbao.ca\/about-cpo\/consultations\/\">currently out for member consultation<\/a> (October 10\u2013 December 9, 2025), after which the feedback results will be presented to Council at its December 2025 meeting and submission will be finalized for Ministry review.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Governance Modernization<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council approved <strong>by-law and policy amendments<\/strong> to advance the College\u2019s ongoing <strong>Governance Modernization<\/strong> initiatives. These changes reflect Council\u2019s commitment to strengthening accountability, transparency, and effectiveness in regulatory governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By-law Amendments<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council approved amendments to the following by-laws for enactment:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>By-law 1: Interpretation Provisions (enacted in a new form)<\/em><\/li>\n\n\n\n<li><em>By-law 5: Selection of Committee Chairs and Committee Members<\/em><\/li>\n\n\n\n<li><em>By-law 19: Appointment of Non-Council Members to Committees and Conditions for Disqualification<\/em><\/li>\n\n\n\n<li><em>By-law 20: Elections to Council, Qualifications, Terms of Office and Conditions for Disqualification<\/em><\/li>\n\n\n\n<li><em>By-law 21: Committee Composition<\/em><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Among the most significant changes are those to By-law 20, which propose modernizing Council\u2019s composition and election processes by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Considering a reduction in Council size consistent with the <em>51³Ô¹ÏºÚÁÏÍø and Applied Behaviour Analysis Act, 2021<\/em>;<\/li>\n\n\n\n<li>Moving from geographic and profession-based districts to province-wide representation;<\/li>\n\n\n\n<li>Establishing a Governance and Nominations Committee (GNC) to oversee nominations and leadership development;<\/li>\n\n\n\n<li>Clarifying election timelines, candidate selection processes, and voting procedures; and<\/li>\n\n\n\n<li>Outlining the process for appointing Academic Directors.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Council also supported seeking legislative amendments to the <em>51³Ô¹ÏºÚÁÏÍø and Applied Behaviour Analysis Act, 2021<\/em> to achieve parity between public and professional members and reduce the overall size of Council.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>College Policies<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council approved revisions to the following policies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Policy: II \u2013 9(i): Governance and Nominations Committee <\/em><em><sup>*reinstated*<\/sup><\/em><\/li>\n\n\n\n<li><em>Policy: II \u2013 1(i): Executive Committee Terms of Reference\/Role<\/em><\/li>\n\n\n\n<li><em>Policy: I \u2013 16: Role and Responsibilities of a Director <\/em><em><sup>*new*<\/sup><\/em><\/li>\n\n\n\n<li><em>Policy: I \u2013 17: Role of Committee Chair and Vice-Chair <\/em><em><sup>*new*<\/sup><\/em><\/li>\n\n\n\n<li><em>Policy II-7(ii): Funding for Therapy and Counselling for Clients of Members Alleging Sexual Abused while Receiving Supervised<\/em><\/li>\n\n\n\n<li><em>Policy II-7(iii): Eligibility for Funding for Therapy and Counselling for Victims of Sexual<\/em> <em>Abuse <sup>*new*<\/sup><\/em><\/li>\n\n\n\n<li><em>Policy II-3(ii): Release of the Member&rsquo;s Response to Complainant <\/em><em><sup>*rescinded*<\/sup><\/em><\/li>\n\n\n\n<li><em>Policy II-4(iii): Support to Witnesses at Hearings<\/em><\/li>\n\n\n\n<li><em>Policy II-4(iv): Recovery of Discipline Costs<\/em><\/li>\n\n\n\n<li><em>Policy III F \u2013 2: Reserve Funds<\/em><\/li>\n\n\n\n<li><em>Policy III F \u2013 4: Per Diems &amp; Council and Committee Compensation<\/em><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>BUSINESS<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Annual Financial Audit<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council received and approved the annual Audited Financial Statements for the fiscal year ending May 31, 2025.
